Parking Rules & Regulations

Vehicles Shall be Parked in Compliance with West Cliff Villas Homeowners Association Parking Rules and Regulations as Follows: 

  1. Parking is allowed in designated parking spaces and garages only.
  2. The speed limit on the property is 5 MILES PER HOUR.
  3. Any vehicle parked in a fire lane (the roadway through the property IS a fire lane), or obstructing any other vehicle is subject to towing (without warning) at the vehicle owner's expense.  Vehicles parked in driveways or common area parking spaces that extend beyond the curb line are considered to be parked in the roadway.  Such vehicles are subject to towing (without warning) at vehicle owner's expense.  For loading and unloading, vehicles shall not be parked on the roadway for longer than 10 minutes and must use their emergency flashers during this time.  
  4. TWO (2) PARKING PERMITS will be assigned to each unit.  The permit must be valid for the current year and must be displayed between the interior of the windshield and the interior rearview mirror in such a manner as to be easily read from the outside of the vehicle.
    • Storing of vehicles in common area parking spaces is forbidden.  No vehicle may remain in any space for longer than 72 hours.  Any vehicle remaining longer than 72 hours will be towed at the vehicle owner's expense.  Moving a vehicle from one space to another to avoid towing will not be permitted.
    • Any vehicle found in common area parking areas of the property without a permit is subject to towing at vehicles owner's expense.  The Board of Directors recommend that you lock your cars to prevent the theft of your permit.  There will be a thirty day waiting period and a $75.00 fee for issuing replacement permits.  Anyone found using unauthorized permits will be subject to the Hearing process before the Board of Directors and possible monetary penalties as well as possible loss of parking privileges.
  5. No trailer, camper, mobile home, commercial vehicle, truck (other than standard size pick-up truck), inoperable vehicle, unregistered vehicle, boat or similar equipment shall be permitted to remain within any areas of the property, except within the owner's enclosed garage.  All vehicles must be registered pursuant to California Vehicle Code (CVC) Sections 4000a, 5202 and 5204.
  6. No automobile, motorcycle, trailer, boat, truck or similar vehicle shall be repaired on any part of the common area, including the areas directly in front of each garage.  The primary use of garages is to be for parking of vehicles; items are not to be stored in garages in such a manner as to prevent parking of vehicles; garages are not be used as living areas.  
  7. The owner of any vehicle leaking oil or transmission fluid on the common areas or driveways will be responsible for the costs incurred by the Association in cleaning the area.  
  8. Garage doors shall be closed when not in use. 
  9. No noisy or smoking or off-road vehicles as described in CVC Sections 27150, 17158.5, 38010(a), 38120 shall be operated within the property. 
  10. Any damage done to garage doors, siding, landscaping or any other portion of the common area will be the responsibility of the homeowner.  

THE ASSOCIATION MAY IMPOSE FINES OR TAKE DISCIPLINARY ACTION AGAINST ANY OWNER FOR VIOLATIONS OF ANY PROVISION OF THE ASSOCIATION'S CC&R'S, BYLAWS AND/OR RULES AND REGULATIONS, PROVIDED THAT THE OWNER SAID TO BE IN VIOLATION IS GIVEN NOTICE AND THE OPPORTUNITY TO BE HEARD WITH RESPECT TO THE ALLEGED VIOLATION BEFORE A DECISION TO IMPOSE FINES OR DISCIPLINARY ACTION IS MADE.

VOLATIONS OF THE ASSOCIATION CC&R'S, BYLAWS AND/OR RULES AND REGULATIONS SHOULD BE REPORTED TO THE ASSOCIATION'S MANAGING AGENT:
